In Freya swim wear if you are wanting the tops to fit less snugly than the bras I would recommend trying a 32F or a 32E. If you do go up in the back size you may need to come down in the cup size, however I would recommend trying both sizes to see which ones fit better. The different bikini tops styles will have different fits as well.
Marvel is a side support bra, you can view it here.
Size medium is designed for dress size 12-14. The large size is for 14-16, so I think the medium would be better for you.
We love the Dotty and the Rosie, both are soft cup bras that give excellent support. They also have nursing bras in these ranges.
The Deco shape multiway bra in ivory would be most suitable. It does come quite low in the back and the straps are removeable or can be worn in a variety of ways. Please view it here.
The UK equivalent to the Australian size 16F is 38F.

It may not be the size that is incorrect but that the style does not suit your bust shape.
We would recommend that you visit your nearest Freya stockist and request their advise on fitting you in a bikini top that is best suited to your body and bust shape. You can find your nearest stockist here.
The best is to get fitted with a professional Freya fitter. You can find your nearest stockist here. Measurements can be misleading as they are not always correct and different ranges and brands will fit slightly differently depending on your bust shape. So you may be one size with one brand and a slightly different size in another brand.
The Ooh La La has the widest strap at 26mm in the H cup. Alternatively there is the Gem which has a 25mm strap in the H cup. Both will give excellent support and shape.
